1. The Governor of the Province in Council will, with the advice of the Inspector of Finance, draw up the necessary regulations in order to carry out the services referred to in this article.

2. The surplus derived from the receipts established by this article, after providing for the increase of expenditure, to which the carrying into effect of Article I may give rise, shall be exclusively applied to the Harbour Works at Macau.

Article S. Any laws contrary thereto are hereby revoked.

The Minister and Secretary of State for the Department of Marine and Colonies shall accordingly carry this Decree into effect.
